My particular interest is in the provision of land for allotments for local cultivation of food. You have the opportunity to include such provision in your local plan under considerations of sustainability, amenity, economy and leisure. Housing Development in Somerton I have a particular interest in the role of allotment gardening as a contribution to a sustainable community. I was therefore disappointed that there was no reference to provision of allotments or local cultivation of food in you

Policy HW1: Provision of open space, outdoor playing space, sports, cultural and community facilities in new development is in principle supported; the overriding factor will be the viability of the proposed development. The supporting text clearly sets out when Section 106 applies and when CIL will be applicable.

We note that Policy HW1 draws upon the standards set out in the District Council's adopted assessments of open space needs and strategies – Play Policy and Strategy (2007-2011) Open Space Strategy (2011- 2015). The latter of these was prepared in spring 2011 and adopted as SPG without any consultation. Abbey Manor Group made submissions immediately prior to the Executive meeting that considered this document, drawing attention to the lack of consultation and the effects of its policies and

Mactaggart & Mickel considers that a balanced approach to the provision of open space should be adopted. Policy HW1 defines Open Space as informal open space, formal parks and gardens, country parks, natural open space and woodlands. The definition is too narrow and fails to reflect the contribution given to the provision of recreational open space within a development proposal.

Policy HW1 We support the definition of 'open space' as including 'natural open space and woodland' but are objecting because the provision of woodland should be targeted in order to comply with national planning policy. The Government's new National Planning Policy Framework (NPPF) states that: 'Access to high quality open spaces and opportunities for sport and recreation can make an important contribution to the health and well-being of communities.
