Much reliance has been placed on a settlement strategy and housing need assessment that did not take account of the effects of Yeovil being within the travel to work area of Sherborne. This despite the fact that in previous studies Yeovil's housing market and travel to work areas were categorised as including Sherborne and West Dorset, and West Wiltshire (see Taunton and South Somerset SHMA). The duty that the council has to co-operate with neighbouring authorities is important in that context,

Although paragraph 4.14 recognises that some growth outside the identified settlements (Rural Centres, Market Towns, Yeovil) is appropriate, paragraph 4.28 appears to contradict that by stating that rural settlements are considered "as locations where there will be a presumption against development unless key sustainability criteria can be met." The agenda for the various committees voting on the revisions to the core strategy state (in relation to South Petherton): "It is difficult to sustain an argument for no development over current commitments in the town due to internal road constraints (and this argument is not consistent with the element of growth allowed at Martock which is similarly constrained
